"Empress of Russia" which reamtly arrived in this Colony from Vancouver oarried a quantity of sergo consigned to

firas she are on the Black List and other cargo bearing enemy

marks but consigned to order.

The enclosed lists have been compiled from

the ships manifest but as the vessel sailed direct from

Tancouver to Japan and “ails before reaching Hongkong all the cargo referred to had bom landed.

It is not possible for this Goverment to

take action against the Company here but it is hoped that the

Canadian Goverment will be able to deal with the Canadian

Pacific Ocean Services in a suitable manner,
